Challenge

Provide a high-level structural condition and lifecycle assessment for a large, mixed portfolio of public assets—including bridges, culverts, boardwalks, and a floodway—using limited historical data. The Council needed reliable remaining-life estimates and prioritised maintenance actions to guide long-term budgeting without disrupting day-to-day operations.

Solution

Konceptual conducted a comprehensive review of all existing inspection records, notably the 2025 Level 2 Visual Inspection Report, and carried out a structured condition analysis for each asset. We combined onsite condition scoring, material durability data, and environmental exposure factors to model the true remaining service life. Findings were distilled into an action-oriented maintenance roadmap that aligns with Council funding cycles.

Key Highlights

34 bridges, 21 culverts, 28 boardwalks, and a floodway assessed

Integrated the 2025 Level 2 report into lifecycle modelling for data consistency

Delivered a routine inspection & maintenance schedule to pre-empt unexpected failures

Lifecycle model adjusted theoretical design life for corrosion, loading, and exposure stresses
